You can override shipping rates product per product.
To do this, edit the product, click next to go to page two, under product overrides, click the box for Override Shipping Rates. Once you click on that box, it will open up an area to plug in the rate of $0.
The Shipping Rate for each Shipping Zone and Shipping Method is optional; if you do not want to override a given rate, leave its value blank.
