I am trying to add a Customer from Ukraine. I cant find Ukraine in the "Country" selection. I have added that country to our ship to category. What am I doing wrong?

You need to allow the Ukraine access to the store via the Anti-Fraud and Security section. Go to Settings > Anti-Fraud and Security > Hit Next until you get to page 5 > Change the drop downs to Allow next to Ukraine.
